You restate the spirit of my comments.

My only concern of the "fallout" is how other aspiring nations react. Quite a few that have signed the treaty undoubtedly are themselves building in secret. Do they now too test openly and use India as an example? Does the world now have to react to India to prevent this occurrence?

I am more concerned about those who follow than this particular instance. Per-chance this is a non-event in the history of the world, serving only to better stabilize a region. Per-chance this begins phase two of nuclear armament.
