tIME tRAVELER, Of course you design system to dissipate the max thermal dissipation, which is 15.x watts and you design your power supply to supply your max electrical consumption. But you estimate your battery life for a laptop using real-world applications, not a worst case code sequence in a loop with an overvoltage power supply. In fact, if I were designing a laptop I would try to get Vcc2 at 2.1 volts but no lower, since the K6-300 is guaranteed to operate at 300 MHz at this voltage.
