I agree completely with you. I recall the tune by Gil Scott Heron "White man on the moon" about the amount of money wasted on the US space programme whilst all was not well back on earth. I think the US is one of the world's greatest wasters of cash If you look at the effect of the nuclear programme on India then although it is not clear whether or not it helps India from a national security/world status point of view it certainly hinders them from an economic point of view. Although India is pretty much a closed economy foreign export markets and international finance (esp World Bank) are important to it. What has been one of the fastest growing areas of the Indian economy? Software/IT. Where does this get sold? In the US. The US is India's biggest export market and largest foreign investor. India does need to liberalise and allow foreign capital in to allow the infrastructure that it needs to be built. It is clear from the national finances that it cannot afford to do it with 100% domestic capital as their fiscal deficit is 6% of GDP and rising. Maybe they could do it with UK and French capital alone - who knows? What I am saying is that who do the nuclear tests benefit? The politicians or the people?
