You can be charged on a cancellation, I believe. If you enter an order to short a stock and then cancel that order within one minute I am certain that Datek will charge you the normal fee.

Dear Datek Online Customers,

You will not incur a charge on the orders you place unless an execution occurs. There is no charge for orders you place and later cancel.
