AS a law abiding citizen I can honestly say MSFT has not done anything wrong and the justice dept. should do nothing and let the best company win. Just because MSFT has an operating system everyone uses should not cause them to be penalized for incorporating a browser with it. They are the leaders in innovation and should be allowed to capitalize on their innovative ideas.

I'm pretty sure that Netscape used to give away their entry-level browser and sell up to the "Gold" product.

NSCP always gave the browser away to consumers. Sure, people could go to the store and buy Navigator Gold if they chose to. Or, they could just continue to download copies from the internet. Business customers were a different story of course.
