It is because Netscape carries Sun's Java support.
That is a threat to Microsoft's dominance on PCs,
and Sun + Netscape do not want to
see Microsoft beats them by integrating browsing
capability to Windows. (Actually, SUN is afraid
that Microsoft can break Java's cross-platform
capability.)

The goal of Sun's Java and Netscape's browser is
to take over every Operating System, thus a virtual
operating system. It looks like to imply that
browser (http + xml + multimedia) should
be in operating system category.
