DV is basically a subset of MPEG. It would be far easier to get an MPEG to deal with DV than it would be to get DV to deal with MPEG.

The main problem MPEG has is that it is harder to edit because of the reliance of one frame on another. When you make a cut you may lose information that needed by an adjacent frames in order to reconstruct it. Which makes frame accurate MPEG editing (FAME) difficult and is is a requirement for non linear editing (NLE).

Now if somebody could solve the MPEG editing problem I think it stands a good chance at replacing DV. But then you probably would need something that can translate all those DV streams in to MPEG.
