My brokers only allow short sales on NYSE, AMEX and NASDAQ stocks above $5 and marginable. I've heard that some will allow shorting listed stocks at a lower dollar level, but I'm fuzzy on the details.
Also, apparently Canadians can short below $5.

You can only shorts stocks that are marginable. This means you can only short junk over $5.00. You must have a margin account. You also cannot short stocks IPOs within the first 30 days of its offering.
