You are clearly stating the thrust of my point...the "hard" part, railroading legislation through was done speedily. The easy part, pouring a slab, capping the adjoining wells, and lining to avoid seepage appears to be the hangup.

Again, the connections necessary to get the legislation through should have been sufficient to anticipate these minor upgrades and to at least have acquired financing secured by receivables from the well.
