I found this on the Business Roundup of the Business Times from the Sunday Times, dated 05/24/98:

'On minerals policy, Maduna said a white paper would be released only
by the end of the year. He said the government's long-term objective "is for all mineral rights to vest in the state".

As a transitional measure, Maduna said power to grant prospecting and
mining rights would rest with the state. Maduna is seeking to alter
ownerships of mineral rights, with one-third currently in state hands and two-thirds privately owned.'

Can anyone find the full text of his statement in Parliament?

My views at least have been constant as well as correct.
The propaganda and ranting belong to the losers.
My opinions turned out to be facts-read my early opinions regarding the outcome of the court case..
