I found this on the Business Roundup of the Business Times from the Sunday Times, dated 05/24/98: 'On minerals policy, Maduna said a white paper would be released only by the end of the year. He said the government's long-term objective "is for all mineral rights to vest in the state". As a transitional measure, Maduna said power to grant prospecting and mining rights would rest with the state. Maduna is seeking to alter ownerships of mineral rights, with one-third currently in state hands and two-thirds privately owned.' Can anyone find the full text of his statement in Parliament?
