Terrence, it is really fallacious, at least to me, to compare the past and the present in the sense of social policy. The way we look at life is different from in the past, so I don't think you end up with anything at the end of an intellectual exercise like that. Technically, though, since you asked, I guess I would have to say that prior to extending the vote to women, and the Civil Rights Act of 1964, this was an unenlightened country. In fact, I won't consider it completely civilized until full human and civil rights and protections are extended to homosexuals, as well.
