There are many addicts in the suburbs. And gang members. Look at the San Fernando Valley, and a lot of other places. Individuals who are hooked on cocaine or are alcoholics are addicts. They may not be crack addicts, but many in the burbs are now taking heroin. The expensive upper middle class clinics are jammed with these people. Almost 1/3 of the guys on the CBOE (many who owned multi-million dollar homes) were busted on the floor back in the 80s for being cocaine addicts -- some were even dealing on the floor bring a new dimension to "trading".

The "inner city", aka barrios , or slums are primarily populated by people of color. Your reference to inner city addicts is an unconscious racism, singling those individuals out when others qualify as well. An analogy is the misconception that welfare mothers are predominantly black. Of course the fact is they are predominantly white. That is racist. Misinformation abounds. Here's a sexist statement" women are a minority. A sexist lie; women outnumber men!
