I'm not surprised it didn't work for you. I'm sure it worked for those less "challenged". Here's the text:

Poll Tax

Poll Tax, tax levied on an individual, usually as a prerequisite for voting. Poll
taxes were originally levied on conquered people by the ancient Greeks and
Romans. In the United States poll taxes were levied only occasionally until after
the American Civil War (1861-1865). They were then adopted by the Southern
states as a way of circumventing the 15th Amendment to the Constitution of the
United States, which guaranteed former slaves the right to vote. Blacks who
could not pay the tax were not allowed to vote. Poll taxes were eventually
repealed in several states. In 1964 the 24th Amendment to U.S. Constitution was
ratified, prohibiting poll taxes in federal elections. In 1966 the prohibition was
extended to state elections.
