I believe that the only companies that would be seeking waivers so they could launch in China are Loral, Hughes, Lockheed, and Motorola.

Yes, lets review these companies:

Loral -- No launch capability -- Has used China Great Wall Co. to launch under waiver

Hughes -- No launch capability -- Has used China Great Wall Co. to launch under waiver

Lockheed -- Launch capability: Athena and Titan Rockets -- No known launches from China

Motorola -- No launch capability -- Has used China Great Wall Co. to launch under waiver

Orbital Sciences Co. -- Launch Capability: Taurus and Pegasus -- No known launches from China

Boeing -- Launch Capability: Delta II and Delta III -- No known launches from China

These are all the US companies that I can know of that manufacture Satellites. I think its interesting to note that for every one of them that does not have launch capability, we have confirmed launches from China. All the ones that we don't have confirmed launches from, have their own launch capability.
