Most billers realize that the potential liability of releasing client billing data is almost unlimited. Look at the huge $$ hit to GTE just for publishing a few phone numbers just from fines, not to mention potential class action suits.

With unauthorized client data release; it will be a contest between the Government sharks and the Lawyer sharks to see who can bleed a company dry first.
