Two quibbles. Where does "encourage" become "compel"? Can you "encourage" fertility policies without meaningful disincentives?
Also: how would you handle the certification process necessary to sign someone off as "able to properly provide..."? What is "properly"?
Imho, ideas this heavy require the benefit of universally clear definition.

I agree. Unfortunately, those who are most apt to respond to such encouragement are already doing so, in great measure. Those with shorter term goals are notoriously poor at responding to anything past the next meal or the next ...

No reason we can't keep trying, though. Noble ideas occasionally work out.
