There was a science fiction short story on the topic called "The Marching Morons". I wish I remembered the author. Basic premise is that the stupids outbred us, and a small remnant of Brights was struggling to keep a vast marketing-based consumer society afloat. A lot of the story's quirks resurfaced in the first RoboCop movie.
