Jack, as long as teenaged girls are not rewarded with their own welfare payments, autonomy, and housing, fewer of them will make the decision to become pregnant (I hope)!

I am not opposed to all social engineering, but I think we should be careful what we reward!!! That was the fallacy of AFDC, in my opinion. And it also helped in the decimation of the intact black family, as unemployed or marginally employed men had to leave their families in order for the women and children to survive. There was not a perfect choice here, but certainly the way we did it contributed to the mess we made.
