Christine, certainly the way we did it contributed to the mess we made. We agree that government handouts can create Pavlovian conditioning, not always for the best, either for the individuals or for society. But the country has decided that it does not want poor people to starve or turn into roving bands of beggars, thieves and robbers. Nobody thinks we will ever achieve the utopian goals of a 100% educated, clean, moral and law abiding populace, so indeed the poor we will have always. It doesn't matter whether they are inner city or rural poor African Americans (I hate that term) or the more numerous poor white trash. We have apparently decided to offer these people some degree of government support. I guess the best we can do is to try to control the growth of the population within this segment. I would use a carrot and stick approach. Norplant or no welfare checks. Reduction in welfare payments for a second pregnancy. Yearly cash bonuses for a year spent without the birth of a child. Bonuses for attending educational programs and part time work to develop skills, with child care provided during these periods. This would also provide an opportunity for some instruction of the child, health checks, immunization, etc. My ideas would probably cause me to be burnt at the stake by both liberals and conservatives.
