Jack, my state is becoming notorious for legislating dozens of new laws, creating new departments and expanding old departments and then NOT ALLOCATING ANY FUNDS to enforce the new laws or staff the new departments. The local editorial writer calls it "feel good" legislation. As one state legislator said, "just having the law on the books will deter people from breaking it even if we don't enforce it".

I STILL say pay them double, TRIPLE, even 10 TIMES as much as they get now, but only let them meet for 4 weeks out of the year.
