Because the SEC halt put a condition upon trading again and that condition has not yet been met.....So how is it that the 8K satisfied the SEC? It obviously did not satisfy all of the conditions of the SEC imposed halt......therefore, the stock is not yet trading (on a regular basis....as for the spurious trades that occur from time to time...I have no idea what is going on there).
