Fact is, they are. Also interesting to point out is that MCI's b-b is old in many ways, and probably in need of a talk-show-like make over, anyway, IMO.

The 'offering' by MCIC reminds me in ways of QWST's Internet 2 "donations" of transmission capacity to the research and university sector. Soft money entries (500 Million) in the right accounting column renders tax- and some other "non-tangible" benefits, while all the while, the true costs of providing said capacity are not incremental ones to the carrier, for, to a large extent, they are already sunk into the costs of the initial pulls and deployments. Rather, they are reflective more of the ascribed, or projected, fair market value of retailed capacity offerings, and not based on pro-rata costs associated with construction. Nice work if you can get it, wouldn't you say?
