As I understand it, the other criteria are licenses, subscribers, and network infrastructure in promising markets. But EXDS is worth watching.

Note: I shorted ARTT in the past on this basis, then went long yesterday on a strong buyout possibility by WCII. Buyouts are always possible with companies whose networks would fit well in a bigger entity.

If you want a good network long that already makes money from other businesses, look at WMB.
