It looks like Japan fabs are almost outdated. I don't buy the "expected growth" arguement....

LSI Logic to Construct Next-generation Plant in Tsukuba

The American firm LSI Logic (headquarters in California) will construct a next-generation plant in Tsukuba, Japan to produce system LSIs for digital home electronics. The maker is planning to begin production of 20,000 200-mm wafers per month with 0.13 micrometer processes by the year 2000. The investment for the plant will exceed 100 billion yen. LSI Logic has just begun production of 0.25 micrometer technology wafers at its newest plant in Gresham, Oregon; this would be the third plant erected by its subsidiary, LSI Logic Japan Semiconductors (headquarters, Tsukuba, Ibaragi Prefecture). The other two plants use 0.35 micrometer technology on 150-mm wafers. The company will use the most recent Ar-F steppers. It has opted not to use 300-mm wafers because it does not expect high enough demand. Not all of the new facility will consist of clean space, in order to reduce costs. LSI Logic decided to upgrade its Japanese facilities due to expectations of increasing demand for its products and greater competition due to the fall in the yen
