My guess would be that the new PR/Marketing firm was the hold up. Getting things finalized there probably took time, and they figured why do a "brief summary" why not let the new firm do it. That is me thinking out loud.

I believe the break-up of Brazils telephone company was one of the reasons plfm went after that market. This was not news, only its just now happening. Looks like up from here!
