Nope, you got it wrong. DELL said that in Germany, which has a very high unemployment rate, it is nevertheless difficult to get qualified personnel to move 300 miles for a good job.

Just where did Dell say this? Seems to me that Dell is commenting on a recognized pattern, not trying to change a culture. By your line of reasoning any company opening a plant in Germany is mucking around with the culture. Obviously these things do change with time because we know for a fact that there are large factories in Germany (or are they still an agrarian economy -- I forget).
