More good news: Highway Bill Signed into Law - WASHINGTON (Reuters) - President Clinton has put his signature on a vast $203 billion highway and mass transit bill that will pave roads and fill potholes from Alaska to Maine. At a White House signing ceremony today, Clinton said the measure meets the challenge of building the pathways of the future... while maintaining fiscal discipline. The bill includes funds to build and maintain highways, bridges and railways across the United States and for mass transit programs such as subways and buses. Clinton said he had one major disappointment with the law -- that it does not require states to lower their blood alcohol limits for drunken driving to 0.08 percent from the more common 0.10 percent. ****** I believe this is the appropriation of funding that will allow a grant of several million for NYRR
