Yes; it isn't true. There have been waves of rumors like this, probably started by wishful thinking thinking investors (like me) that would like to recover a portion of their losses. But if there were any truth to it, Jim Barksdale would be facing prosecution for insider trading since he purchased 300,000 shares in the last 10 days; I think he's a little too smart to put himself in that position!

It doesn't seem in IBM's or Netscape's interest right now. Netscape would be helped by IBM's assets which would negatively impact the DOJ investigation against Microsoft. Since IBM can help Netscape "on the sly" anyway, and since Netscape is in reasonable financial health, why not wait until Microsoft gets hit a few more times?
