I have a position in an OTC stock (TGSK) where a whole slew of investors have organized the pulling of individual certs to eliminate/ward off the short selling by MM's. Individuals cannot short a stock uner $5 but the MM's make a killing doing it. Easy to manipulate the little investors that invest in OTC stocks. Kudos to the company that asks its investors to pull certs. Most brokerage firms will allow you to sell shares even if you hold the cert as long as it is submitted by the settlement date. That's what fed x is for.
