If the government regulated this perhaps they could force software companies to include drivers for more than one OS.

This would crush innovation and new companies even worse than MS supposedly does. A small company (I'll use Spacetec as an example) does not have the staff to write drivers for every OS and hardware platform. I think if they were forced to do so they would have to decrease the number of devices they offer.

If my scanner, printer, etc. came with Linux drivers it would feel like I have more freedom than I do.

This is why Windows succeeded in the first place. MS put a lot of effort and money into making sure developers had tools and device manufacturures made drivers to support Windows.
