I don't really think that in most nations fertility control is necessary. China might be an exception--I don't know enough about it to argue either way.

What is lacking in countries with too many children being born is education for girls, and reliable birth control. In countries where women can control their own reproduction, and have other opportunities for success than having children, the birth rate starts to go down.

I think it is important to remember that in many areas of the planet, men refuse to wear condoms, and are very dominating over women, even forcing female circumcision. We have a long way to go in these cultures. Unfortunately, the domination by the Catholic church and the Protestant far right over the dissemination of birth control devices in other countries causes untold human misery. The daily death rate of children under five due to diarrhea and other preventable causes is 40,000 at the moment.

Yah, that's some of what I'm thinking. fertility management can sometimes be the least inhumane solution. But human nature is a *****. Take two ways it can go. 1) Implement controls - avert disaster - become stable. The avg Joe remembers the controls and grumbles. 2) let famine take its course, then come in and pick up the pieces. Avg Joe is grateful for the help.
Sometimes our collective bad attitude can get in the way of doing the smart thing.
