NEW YORK TIMES: CHINA USING U.S. TECH FOR MILITARY

According to highly classified intelligence reports, China's military has relied on American-made satellites sold for civilian purposes to transmit messages to its far-flung army garrisons, Saturday's NEW YORK TIMES is planning to report.

Hotshot Jeff Gerth is set to detail how China's army has been making extensive use of the American-made satellites to transmit coded messages.

"The argument that we can block use of civilian satellite technology by the Chinese military is simply unrealistic, given the widespread availability of other satellite options around the world," State Department spokesman James Rubin tries to explain to Gerth.

The NEW YORK TIMES will reveal how the intelligence reports, part of a document called the Military Intelligence Digest, were distributed to "hundreds of senior policy-makers at the White House, State Department and other agencies" a few months before President Clinton approved yet another sale of a commercial satellite to a "civilian" Chinese government ministry in February.
