If this is true then where is this info about a new CUSIP being needed coming from? Was that old info from Fisher to justify the stall or what? Can't remember the original source of the new CUSIP info right now and this seems REAL basic.

That is correct. If a new CUSIP is needed then the resultant shares
of MIDLP will have a different expiration date.

Committee on Uniform Securities Identification Procedures (CUSIP)

The committee which supplies a unique nine-character identification, called a CUSIP number, for each class of security approved for trading in the U.S., to facilitate clearing and settlement. For example, the CUSIP number for IBM is 459200-10-1. In addition, Each Vanguard fund's CUSIP number appears on the corresponding web page for the fund.

To my understanding because the Preferred Series A stock has more issued (legal/illegal) a new CUSIP is required because a new registration has to be submitted to get the security approved. When a new registration is required it has to have a CUSIP attached to it.

You are rigjt in a reverse split there has to be a new CUSIP because of a new registration ...

Now that is my understanding...
