The float is the amount of shares that are available for trading. A stock might have 750 M shares authorized. But only 160 M available for trading (the float). The other shares are held by insiders or by the company and are not available for trading. That's not to say that they won't ever be available for trading. They will if the company or insders file with the SEC and sell their stock.

Smaller float means less supply. More demand than supply pushes a stock price up. Smaller float = faster rise when heavy buying occurs.
