This doesn't look like a done deal to me. I hope Bernie has some real reason for his optimism but I'd be surprised if Mr Van Miert didn't oppose the deal. He just puts Bernie into a postion of having no possibility of being able to meet the requirements whatever they might be.

I only hope I'm wrong but Mr Van Miert can blow the deal and lookk like a hero at the European Commission.
