Though you didn't ask me, the betting is that Sprint is going to be first telco out with a metered-use system. Their recent ION announcement appears to be metered use (it's been a while, so I don't remember whether Sprint said it would be metered use or whether the speculation was that it would be). There's some doubt whether it will be out before the year 2000; it'll take a lot of work with the Baby Bells to get them to cooperate with Sprint.

Now - before 2000? Hard to say. Perhaps here and there on a limited basis. I think we will see this widespread somewhere other than the U.S. first, somewhere where there is new first time service.

As for here, let me repeat my appeal for Intel to buy a local phone company and fill it full of Intel and Cisco switches. This is an easy and wonderful thing for Intel to do! They already have the expertise - they would just have their own IT people replicate Intel's own internal communications network - well, at least the best parts of it. I have the perfect candidate right here in Northern California. It is an independent community phone company that serves about 40,000 customers. Just the right size and located where it would be sufficiently visible for the desired publicity.
