Mr. Dasbach calls it the "Gore tax," because the 5 percent tax on interstate calls was imposed by the Federal Communications Commission to fund Vice President Al Gore's plans to connect all public schools to the Internet. But the Constitution doesn't allow federal bureaucracies to levy taxes, Mr. Dasbach says, making the "Gore tax" unconstitutional --not to mention dangerous.

"Giving federal bureaucrats the power to tax is as dangerous as giving Viagra to Bill Clinton," said Mr. Dasbach. "To put it mildly, it is a hazardous combination."
