But the Constitution doesn't allow federal bureaucracies to levy taxes, Mr. Dasbach says, making the "Gore tax" unconstitutional --not to mention dangerous. "Giving federal bureaucrats the power to tax is as dangerous as giving Viagra to Bill Clinton," said Mr. Dasbach. "To put it mildly, it is a hazardous combination."
