You're right, of course. Which means that the only way to reform the system is to take power away from Congress. Much of what govt. does is unnecessary. Much of what's left should be returned to local governments, or, if necessary, the states. Even big tobacco can't buy fifty thousand local elections.

The only true campaign reform is to repeal the 16th amendment. Without Congress having the big bucks to play with, there wouldn't be much point in buying elections.
