Ezekiel wrote this prohecy approx. 600 yrs. before Jesus while the House of Judah was being taken into Babylonian Captivity. The House of Israel had alread been taken into the Assyrian Captivity.
The reason the twelve tribes had been taken into captivity was because they had turned from God and were spiritually dead dry bones.
In all of the prophecies of the Old Test. God speaks of both a physical restoration of the Israelites from their Babylonian and Assyrian Captivities and the spiritual restoration that would occur when Messiah came. The physical restoration was always symbolic of the real restoration that would occur with the coming of the Messiah.
To understand the prophecies of the Old T. you have to have a knowledge of the Scriptures, of ancient Hebrew history and of secular history. Without this knowledge, you cannot tell if these prophecies have already been fulfilled and you will spend a lot of time trying to make them fit endtime history.
The physical restoration of the Babylonian and Assyrian Captivities occured under Ezra, Nehemiah and Zerrubabel. In approx. 500 B.C. the Jews from the captivities were restored to the land of Israel and the Temple rebuilt and the Levitical Sacrifices reinstituted. This restoration fulfilled the many prophecies concerning the physical restoration of Israel to their land.
The real and spiritual restoration where the dead bones were given life by the Spirit of God occurred when Jesus offered Himself as a sacrifice for the sins of the people. All the real Jews, those with the faith of Abraham, receive the Holy Spirit and their dead dry spiritual bones were raised from their spiritual death.

Now let us examine the Scrptures that you quoted.

God was showing Ezekiel this vision while the children of Israel were in captivity in Babylon and Assyria. The main cause of the captivity had been the spiritual dryness of the Israelites. Ezekiel knew the spiritual condition of the Jews at this time and when God asked him if these spiritually dead people could be raised from their condition of "dead dry bones", Ezekied could only answer God, "thou knowest".
Then God moves to show Ezekiel that he would indeed revivify spiritually dead Israel.

4: Again he said unto me, Prophesy upon these bones, and say unto them, O ye dry bones, hear the word of the LORD.
5: Thus saith the Lord GOD unto these bones; Behold, I will cause breath to enter into you, and ye shall live:
6: And I will lay sinews upon you, and will bring up flesh upon you, and cover you with skin, and put breath in you, and ye

Again God tells Ezekiel to prophecy unto dead and dry Israel symbolized as dead bones. God says He will cause breath to enter into them. This is the pouring of the Holy Spirit at Pentecost. Remember, the first Pentecostal experience was an exclusively Jewish experience. It was the Jewish Apostles and disciples who were gathered together to experience the beginning of the fulfillment of Ezekiel's prophecy. God symbolizes this restoration by talking about restoring the sinews and flesh on the dead bones. This was the period before the day of Pentecost when the Apostles, disciples and followers of Jesus had not yet received the outpouring of hte Holy Spirit. There was not breath in them---no power and authority to preach the Gospel. When God poured out the Holy Spirit he gave the Jews spiritual life as well as the gifts of the spirit so they could go out and convert the pagan world. This was the flesh and sinews restored to the people of the faith of Abraham and given the breath of life..

Another thing to remember as we look into these prophecies is that the real Israel of God--those who truly had the faith of Abraham---was alwasys a small remnant in the Old Test. Paul carefully teaches us this when he refers to the 7000 real Israelites during the days of Elijah who had not bent the knee to Baal and who still held the faith of Abraham. There were only seven thousand real Israelites in those days but there were millions of physical Israelites. It was the same thing during the days of the Jewish Apostles.

9: Then said he unto me, Prophesy unto the wind, prophesy, son of man, and say to the wind, Thus saith the Lord GOD; Come from the four winds, O breath, and breathe upon these slain, that they may live.
10: So I prophesied as he commanded me, and the breath came into them, and they lived, and stood up upon their feet, an

This is the outpouring of the Holy Spirit and the giving of spiritual gifts that causes the weak and fearful Jewish Apostles to be full of the "wind" as they go forth to convert a pagain world to Christianity.
There were hundreds of thousand of Jews converted in the first century. This was the greatest remnant of true Israelites (those with the faith of Abraham) that physical Israel had ever produced. This was the fulfillment and culmination of the Old Covenant and the establishment of the New Covenant in Jesus's Blood.

11: Then he said unto me, Son of man, these bones are the whole house of Israel: behold, they say, Our bones are dried, and our hope is lost: we are cut off for our parts.

The words, "our bones are dried and our hope is lost.", illustrate that the Israelites of Ezekiel's day understood the dead and dry bone condition of their hearts.

" And shall put my spirit in you, and ye shall live, and I shall place you in your own land:"

This is Jesus baptizing the Jewish first fruits with the Holy Spirit. When the Jews received the Holy Spirit, they entered into the Kingdom of God.---their real promised land and heavenly Jerusalem.

Christ has fulfilled all things and established His Kingdom upon His Crucifixion, Resurrection and Baptism of the Holy Spirit.

The greatest difficulties in understanding the Old Test. prophcies in these last days is an ignorance of the Sciprutres and in particular and ignorance of the the restoration under Ezra and Nehemiah and the fullness of the restoration that occurred under Jesus and the Chruch.

Genesis 12:1-3 - 1: Now the LORD had said unto Abram, Get thee out of thy country, and from thy kindred, and from thy father's house, unto a land that I will shew thee:

These prophecies were all fulfilled under the old covenant. Abraham became renowned and the father of a great nation under David and Salomon.
This was all a figure of the reality of Abraham becoming the spiritual father of many nations and a blessing to many nations thorugh the Lord Jesus Christ and through the Christian Church which was the fruit of Jewish Apostles and Evangelists.

The curses and blessings were applies to those who blessed and cursed God's people, the Isaraelites, under the old covenant.
God's people under the New Covenant are the Christian People.
The New Testament tells us clearly that a Jew under the New Covenanat is a thing of the spirit and the heart and not a thing of he flesh. In the old covenant, the real Israelites or Jews were intermixed with the racial and phsyical Israelites and Jews. This made it difficult to distinguish who really had the faith of Abraham and qualified as a Jew. In the New Covenanat, an Israelites is he who is in Christ Jesus.

God has fulfilled these verses perfectly in Jesus. God never forget the real Israelites, those with the faith of Abraham. He sent His Son to die for their sins and continues to bless them even to this day.
It is when you try to look at these verses and assume that it is the modern Jews who are the object of these verses that t you will find difficulty in understanding them.
Throughout the Old and the New Ts. God's people and true Israel have always been those with the faith of Abraham.

Jerusalem is always symbolic of the real Israel of God--those with the faith of Abraham.
Jesus clearly showed this precept to us when he told the Samaritan woman that under the New Covenant people would neither worship in this mountain or in Jerusalem but in spirit and truth.
The real Jerusalem in Gos's heart was never sticks and stones or a geographical location but rather the place where men worshipped him with the faith of Abraham---in spirit and truth.

The extreme pro-zionist propaganda from Zionist "christians" and also the extreme Jewish Zionist propaganda in our times has made it difficut to look at these verses in the light of Scriptures and the inspiration of the Holy Spirit. The New testament is our light to understand the Old. Jesus has fulfilled the Old and established the New. So please put your mind in netural as you read these words and pary that we find God's will and understanding in these Scriptures.

Zechariah and Haggai aided in the rebuilding of the Temple under Ezra, Nehemiah and Zerubbabel. As the Jews were trying to rebuild the Temple, many nations began coming against them to stop the rebuilding. It was under this atmosphere that God gave Zechariah these words.

Zechariah, like all the other prophecies of the Old Test. is first and foremost a prophecy about the coming Messiah and the real redemption of Israel. If we lose this perspective we will be deceived.
Let me illustrate the messianic nature of Zechariah.

I will bring forth My Servant The Branch (Zech. 3:8).

O Jerusalem, thy King cometh to thee...Lowly, Riding upon a Colt..(Zech. 9:9).

In that day the House of David shall be as God (Zech 12:8).

I will Remove the Iniquity of the Land in One day (Zech 13:9)

They weighed for my price Thirty Pieces of Silver...and Cast them to the Potter (Zech. 11:12,13)

They shall look upon Me Whom they have Pierced (Zech.12:10)

In that day a Fountain shall be Opened..for Sin and Uncleanness (Zech. 13:1.


Now, I think you would agree that it is very clear that the prophecy of Zechariah is primarily a Messianic Prophecy rather than simply a Political or national prophecy. The same principlle applies to all the other prophecies in the Old Test. God was primarily foretelling of the great redemption that He would perform for Israel and all mankind.

It is also true that God is dealing with the immediate enemies of the Jews who were trying to stop the reestablishment of the Temple and the national political life of Israel. So the prophecies were all completely fulfilled.

There will never be a brighter day of righteouness than the day righteousness went forth from Jerusalem when Jesus was Crucified, Resurrected and Ascended into heaven. The Salvation that Jesus bought for us went forth as a burning light as the Holy Spirit filled Jewish Apostles went out to evangelize the whole world.

Thou, Bethlehem...out of thee shall He come forth that is to be Ruler in Israel: whose goings forth have been... from Everlasting...He shall be great unto the Ends of the Earth. And This Man shall be our Peace.Micah 5:2-5.

We are told in the Gospels that Jesus fulfilled this Scripture.

Now lets look at your specific question.
Micah 4:1-2: 1: But in the last days it shall come to pass, that the mountain of the house of the LORD shall be established in the top of the mountains, and it shall be exalted above the hills; and people shall flow unto it.

Jesus clearly established the real Israel of God---the Jewish Apostles and hundreds of thousands of Jewish believers who accepted Christ--
as the most important important nation in the world. They were the remnant of Israel that Paul talks about. These Jews were now called Christians and they established the new nation of Israel that God had prophecied when he said "I will call my people by another name." The Christian nation was the true Israel of God--the Kingdom of God---and is the little stone nation discussed by Daniel in Nebuchadnezzar dream.

When the Jewish Apostles and disciples went out into the pagan world preaching Jesus, all the natiions of the pagan world began coming to these Jewish Aposltes and disciples to hear and learn about the God of Jacob---Jesus Christ.
The Jewish Apostles and disciples the ways of the God of Abraham, Isaac and Jacob and thought them to walk in the path of Jesus and his Apostles.

All this has been fulfilled in Christ Jesus for those with eyes to see.

This was written approx. 750 B.C. and has been fulfilled in Christ.
Jesus Christ has made the Jerusalem of the Old Testament "a praise in the earth."

The Crucifixion and Resurrection of Jesus and his pouring out of the Holy Spirit upon all who accept the God of Abraham, Isaac, and Jacob have exalted Old Jerusalem beyond the wildest dreams of Isaiam.

We see five thousand saved during only one of Peter's messages. Later we see a "multitude of Jewish priests" being saved.
Paul was one of the Jews who at first resisted and then was saved.
After the destruction of the Temple in 70 A.D., multitudes of Jews were saved.

In these verses Paul is actually showing that the old covenant has been fulfilled and the new covenant established. When Christians are Born Again, God fill them with the Holy Spirit and thus writes His laws on their hearts and puts them in their minds.
