A wild idea just crossed my mind:

1) Suppose that since the oil ministers represent countries whose sole economic existence depends upon oil, that the oil ministers these countries have chosen aren't wacky but astute and knowledgeable

2) Suppose that as a closeknit group with one common purpose, OPEC has long since resolved the issues of verification and compliance

3) Suppose that come July 1st, 1998 more that 1 million barrels/day of oil disappears from the supply side and come what may, OPEC will do what it takes in the future to yield a price of $21/barrel.

Creepy isn't it?
