Surfer Dude - Here is more elaboration of the type of services that they want to offer over the pipes. I guess the pipes provide some things that switched circuits don't. Like "always on":

access to home consumers is important to AT&T, which wants to offer a
full-range of telecommunications services, including Internet access.
High-speed Internet access over cable has the additional advantage of
being "always on," unlike telephone dial-up Internet connections,
opening the way for new applications such as news, e-mail and stock
alerts. The Internet connection could also be routed to several devices
throughout a home, including PCs and telephones.
