There is a contract date and a deliver date. The aviation week article was talking about deliver date:

>(PIC) of Redlands, Calif., and its partners will deliver
>the first functional elements of an Airborne Relay

>Brazil, in September 1999.

I was told that once plfm gets the contract and receives initial funding from the contract, it would take about a year to order planes and parts, retrofit the planes, set up testing and training centers, train the crews, etc. Therefore, a September 1999 deliver date means that plfm have to get the contract and receive the initial funding before September 1998.
