Wow, you think the government is bad at policing health issues? Turn it over to the health care industry to regulate risk factors and you will have real chaos, bias and discrimination.

As I said I am not a fan of insurance. I would rather people be included in the process, to act as a policing agency. Many of the outrageous health care charges are because "insurance" is paying and no one looks at the bill. Last time I went to the doctor I asked for a reciept/invoice. The staff was flabbergasted. They didn't know what to give me. I had to clarify it. I said I want to see what your going to charge my insurance company for. They said they never had a request like that. They finally gave me a printout all in codes which meant nothing and no dollar amount. Insurance has led society to being poor consumers.

Rather than your idea of helath care industry defing risks I think the smart thing is for there to be no health care coverage at all and services are paid for by the reciever. Then we must address some of the costs of health care, such as litigation and research, which make it so high. Make these costs shared either by governemnt or insurance.
