They'll get 1 billion or so from the MCI internet divestiture - that'll go quite a ways towards infrastructure needs.

It was a pretty lame article that sounds like the journalist was acting as a shill for either Joe Nacchio or more likely Jim Crowe. Keep in mind that Qwest just spent a pretty good chunk of change buying LCI which is almost exclusively SWITCHED VOICE. Further, LVLT is a business plan not a network. By the time they actually build their fiber network, if that's what they actually wind up doing, all the existing carriers will have significantly upgraded their networks. Sprint's $2bb over 5 years isn't exactly a revolution either. $2bb for a major carrier is a fraction of one year's capital expenditure.
