Here's my take on the technical aspect:

MegsINET has built a nationwide DS3 backbone. Probably using ATM with Cisco Routers/Switches. LDNet probably has contracted with MegsINET to provide bandwidth over Megs' network for LDNet's voice traffic. LDNet uses Franklin IP gateways to convert the analog voice calls to IP that then rides on MegsINET Cisco ATM network.

The key is that that although Cisco is a major player in VoIP, the releases make it sound that MegsINET is just using Cisco equipment as the transport mechanism. This is just one way it might be configured; I'm just postulating.

Clear as mud, right?
