Sad but true, I have seen many people "change" food stamps by buying some trivial 10 cents item for the change they get back to buy cigarettes etc.
I note that as soon as extra babies did not mean more welfare the mothers soon started to close that industry. We need less support so mothersare forced to give children up for adoption if family cannot aid them. We need some more tough laws like Singapore on hard drug dealers. We need true charity for the truly needy and nothing at all for the parasites.
If you go to the park and feed the pigeons every day for ten years you will get quite a crowd and you will need quite a budget. If you stop all of a sudden 85% of those pigeons will starve to death the 15% will make a living. We have created a race of incapable people with welfare and we must cut it down so they are forced to work. Some will starve
so be it, that is the price you pay.

In addition we must remember the world affets us. what if the USA had ignored the Nazis and stayed out totally and allowed them to consolidate(with Japan and Italy) the rest of the world.(It could have been done with no USA and if Hitler had let the generals run the war their way) At some point the Japs would have returned Admiral Perry's visit and with the resource base of the rest of the world would have invaded and occupied the USA. A projection perhaps? But I for one am glad the USA entered WW2 and the nazis got trampled. Timourous pacifists at the time allowed the rise of the soviet hegemony. This could have been stopped at Yalta if the USA had understood Stalin. Too much isolationism has a cost, eventually the barbarians are at your door and there is no-one left to help you.
