Ill even go further and say that the old Schedule-C sole proprietor option for independent contractors should be restored for everybody (as opposed to the situation we have now, where companies will be audited if they use any sole proprietors, period). In the late 80s there were lots of sole proprietors around. Then one of the tax reform acts made it practically impossible (based on some arcane rules as to who was/wasnt an employee) for companies to retain anybody as a sole proprietor - everybody had to convert to becoming a corporate entity (oh except technical writers - guess their lobbyists were better than the programming lobbyists?).

There have been plenty of times where I have wanted to hire someone for 2 weeks, etc. for consulting and pay them out of some discretionary funds in the budget. But the IRS says, no way! They have to set themselves up as a corporation, or use an agency, etc. THis is rediculous infringement on an individuals rights to sell their goods/services on the open market.
