You are very perceptive...

If you go by voltages like Yousef has suggested, AMD isn't 2-3 years behind Intel. The .35u Pentium MMX runs at a core voltage of 2.8v I believe and the latest K6's 2.2 volts. Yousef might tell you that it needs to run at 2.0 or less to be comparable to Intels .25u.
With time and maybe a few good people AMD will catch up but then .18 will be coming.
One other thing you might consider is the design of the K6 isn't condusive to yields as high as Intels chips. Then again, K6 die size is a lot smaller than the Pentium II. 68Mm2 for the K6, 81mm2 for the K6-2 ans 131mm2+cache for the Pentium II. K6-3 will be 117mm2 BTW...

IBM has very good IC process technology ... but ... they will use this
first on their own products and then will charge "an arm and a leg" for
other companies to access their technology. Let me ask you a few questions,
why would IBM "teach" AMD anything about their process without a lot of $$$$ ??
Also, do you think that if AMD buys K6's from an IBM process that these will
make AMD any money with ASP's below $100 ??
