X, fully developed eyes are certainly connected to the brain. I was trying to show how eyes could develop on a primitive level, where the response is local. Most people don't realize that sunshine penetrates deep into our bodies, not just the surface. If a cell is bathed in light, there will be chemical reactions. It is only necessary to detect those reactions to have a primitive eye.
