The history on emerging markets is pretty sad--- though bondholders have a great deal more success than stockholders. Rather than try to buy into individual emerging markets, history suggests that high-yield sovereign bonds and convertibles give a much better risk/return than stocks. Latin American CEFs are selling at a huge discount and I think they have the most upside potential, you might want to look at them as I think they bottomed and bounced.
You might look at the insider trading on FUND, Royce has poured big bucks of his own money into this fund recently, it seems to be the favorite of the Royce insiders. I really like Gabelli's CEFs too.
